Seneca East Public Library Board of Trustees
July 10th, 2024
The July 10th, 2024 meeting of the Seneca East Board of Trustees was called to order by President Janet Ruffing at 7:27 P.M. Trustees in attendance were: Janet Ruffing, Jeff Beaston, Tina Shook, Vicki Eckenrod, Michelle Zeiter, Michele Willman and Ellen Lynch. Library staff attending included Fiscal Officer Pamala Dunson and Library
Director Shannon Featheringill. The Library Director Shannon Featheringill swore in Ellen Lynch as a new board member to the Board of Trustees with a term that will expire December 31st, 2026.
Approval of Minutes: The minutes of the June 12th, 2024 meeting were reviewed and approved with a motion by Michelle Zeiter, a 2nd by Vicki Eckenrod, and approval of all remaining board members by voting “aye”.
Fiscal Officer’s Report: The board reviewed the June 2024 bills as well as reviewing and initialing the June 2024 Bank Reconciliation and Management Reports as presented by the Fiscal Officer. Discussion of reports e-mailed (Revenue Summary, Revenue Ledger, Payment Summary, Fund Summary). A bank error was found during the Reconciliation Process. The bank has corrected the error and it will be reflected in next month’s Reconciliation.
Resolution #602 -To supplement appropriations according to the directions of Director Shannon Featheringill, for the unencumbered donations received from the period of 6/8/2024-7/5/2024. The total amount of donations to be appropriated is $2468.47.

A motion to approve Resolution #602 was made by Ellen Lynch with a 2nd by Jeff Beaston, and the motion
passed with approval by all remaining board members voting “aye”.
An Inter-Fund Transfer was made in order to pay the Library’s Property Insurance:
- $1,000 was transferred from Contingencies to 210-341 Property Insurance
- Any future transfers will be transferred from Contingencies until there is a clear understanding of each itemized account.
Resolution #603 -To approve the 2025 Tax Budget which will be sent to the Seneca East School Board of Education for approval. A motion to approve Resolution #603 was made by Vicki Eckenrod, a 2nd by Michele Willman, and approval of all remaining board members by voting “aye”.
Compliance Items Pending:
- Monthly UAN Back-up has been completed and stored in the library's vault.
- Continuing Education Exemption Certificate needs to be filed.
Director’s Report:
Statistical Report:
- Director Featheringill reported a total Patron Count for June of 3785 with 25 days open.
- The statistical report was reviewed.
Old Business:
- VoIP: Installation is complete and phones are working well. Staff reports the fax machine is working much more reliably and quickly.
- Summer Reading Programming: We have finished our third week, so we are officially halfway through. Sign-up numbers are good, as is program attendance.
New Business:
- Hollinger Room dedication ideas were discussed.
- Auditor of State-New Fraud Training: All public employees are now required to complete new auditor training on fraud, waste and abuse in the form of a free 8 minute on-demand training video available on the auditor’s website. Everyone must complete this training by December 29th, 2024. New employees are required to complete this training as part of their onboarding process. Employees must repeat this training every four years and the library is responsible for keeping up to date records of the completed training for auditing purposes.
Legislative/PLF:
- The ODT is estimating the final and total 2024 PLF distribution will be $480,202,810 ($11,578,946 less than original estimates from July 2023 and almost $30 million less than 2023 distribution). The OLC reports they are concerned about the PLF and state revenues being down and encourage us to share this with our legislators when they are campaigning.
- The Ohio General Assembly is now on summer break. There have been no updates on HB 622 or HB 556.
- July PLF distribution is $45,284,931 (2.02% below July 2023 and 1.88% below December 2023 estimates). OLC continues to monitor and give updates on state revenues.
- The OBM reports state tax receipts for June were 2.1% below estimates. The state closed FY24 with a $1.1 billion cash balance even though tax revenues were $484.7 million (1.7%) below estimates. The state was able to stay structurally balanced due to high investment earnings and low spending.
Building Update:
- Roof: Jason Branham was contacted again for an estimated date, but no update has been received yet.
- Building Next Door: No updates.
- Back Room Project: The electrical outlet for the hot water heater under the sink has been installed and the work in the room is officially complete.
Staff:
- Shannon will be off August 7th and on vacation August 20th-23rd.
- Ariel will be on vacation August 6th-9th.
Historical Society: No new business.
Foundation Business:
- The next Foundation meeting is Monday, July 15th, 2024.
Children’s Librarian Report:
Summer Reading/Programming:
- Summer reading is halfway through! Things are going well and some prize buckets already have entries in them.
- Linda Rose joined us for Storytime July 2nd. The kids always enjoy her visits and the animals she brings. We have cartoonist Jeff Nicholas coming July 11th and Talewise will be bringing their science show on July 18th.
- We are using the superhero themed Camp in a Box kit we received from the Norweld/Ohio Learns 360 collaboration throughout the summer at Community Park in Republic.
- Passive programming continues to be popular. So far we have 88 entries for our weekly “Guess How Many” jar, 37 participants for our “Choose Your Own Adventure” story and 48 who have participated in the Super Mario scavenger hunt.
Adult Services Report:
Past Programming:
- June programming included 7 programs with 45 attendees.
- Low-Impact Exercise class was held every Wednesday in June.
- On June 3rd DIY Trinket bowls were made.
- The Book Club met and discussed The One Hundred Years of Lenni and Margot by Marianne Cronin on June 13th
- Adult Services hosted a Ramen Night offering many different toppings on June 24th.
Current Programming:
- On July 1st Perfection Landscaping came and created planters
- Cutie Board Chick will do charcuterie boards on July 22nd.
- Low-Impact Exercise will be held on July 3rd, 10th, 24th, and 31st
Book Displays:
- Books displays have been changed weekly.
Summer Reading:
- Attendance for activities has been great so far. Some activities had to be increased due to interest.
Board Old Business: No old business.
Board New Business: No new business.
The next meeting of the Seneca East Library Board will be August 14th , 2024 at 7:30 PM.
There being no further business to conduct, Tina Shook made a motion to adjourn at 8:25 PM.
