Seneca East Public Library Board of Trustees

April 10th, 2024

The April 10th, 2024 meeting of the Seneca East Public Library Board of Trustees was called to order by President Janet Ruffing at 7:30 P.M. Trustees in attendance were: Janet Ruffing, Jeff Beaston, Vicki Eckenrod, and Michelle Zeiter. Library staff attending included Fiscal Officer Pamala Dunson and Library Director Shannon Featheringill. Board candidates Michelle Willman and Ellen Lynch were present and made introductions.

Approval of Minutes: The minutes of the March 13th, 2024 meeting were reviewed and approved with a motion by Michelle Zeiter, a 2nd by Jeff Beaston, and approval of all remaining board members by voting “aye”.

Fiscal Officer’s Report: The board reviewed the March 2024 bills as well as reviewing and initialing the March 2024 Bank Reconciliation and Management Reports as presented by the Fiscal Officer.

Resolution #599 – To supplement appropriations according to the directions of Director Shannon Featheringill, for the unencumbered donations received from the period of 3/9/3024 –4/5/2024. The total amount of donations to be appropriated is $2,394.91.

A motion to approve Resolution #599 was made by Jeff Beaston with a 2nd by Michelle Zeiter, and the motion passed with approval by all remaining board members voting “aye”. Audit is on track for April 23rd-26th for years 2022 and 2023. The auditor will contact Fiscal Officer Dunson to pick up the records. We have been approved for an AUP audit which will cost $2790.00 (which will save the library $3410.00). Discussion was had again on the letter received from Sutton Bank and Ohio Revised Code Chapter 135 (R.C. 135.032). Director Featheringill had called OLC for consultation. A meeting will be set up with Sutton Bank for clarification. Fiscal Officer Dunson stated Constance has worked 6 months as of April 10th, 2024. The board decided in December of 2023 to provide a wage increase 6 months after hiring. Board members were in agreement to continue with this wage increase.

Director’s Report:

Statistical Report:

  • Director Featheringill reported a total Patron Count for March of 3358 with 26 days open.
  • The statistical report was reviewed.

Old Business:

  • Eclipse: The Eclipse party had 150 in attendance and mostly were not from Attica.

New Business:

  • Director Featheringill has applied for a Unique Entity Identifier (UEI) to add in receiving federal grant monies.

Building:

  • Roof: No quote has been received from Jason Branham.
  • Building Next Door: No updates.
  • Back Room Project: No updates.

Staff:

  • PLA: Director Featheringill, Children’s Librarian Lambert and Adult Services Librarian Fry were grateful for the experience and opportunity to attend the PLA convention in Columbus.
  • Kelly Lamoreaux has returned from Florida.
  • Kim Thompson has asked that she not be scheduled anymore Saturdays after May. She is unsure how much longer she wants to continue working.

Historical Society:

  • Garage sales are scheduled for May 16th, 17th and 18th. The library will serve as a pickup point for registration forms and maps again.
  • Rent for March and April is paid.

Foundation News:

  • The next Foundation meeting is scheduled for Monday, April 15th.

Children’s Room Report:

Programming:

  • The spring sessions of storytime and music and movement have begun.
  • The mini makers program was not held this month due to the PLA convention. There will be one last program in May. Spring planters will be made.
  • Passive programming for March included a St. Patrick’s Day clue hunt and a find the Easter egg hunt. We also passed out 61 take and make kits.
  • On April 17th, Chris will be attending another Camp-in-a-Box programming workshop at Norweld. The boxes to be included will be for art programming for grades K-2 and 3-6.

Summer Reading Program:

  • The LSTA summer reading grant was awarded for $885. It will cover 75% of the cost of the scheduled performer events. In addition to magician Professor Tony, who will perform for the closing event, two outside presenters for our Thursday morning school age events will be cartoonist Jeff Nicholas and Science Heroes.

Adult Services Report:

Past Programming:

  • March programming included 7 programs with 45 attendees.
  • On March 14th, the Book Club met and discussed The Book of Charlie by David Von Drehle.
  • Sit and Sew met on March 27th.
  • Exercise classes were held on March 6th and 20th.
  • Adult activities included Line Dancing with the Rockin Mommas and Trivia.

Upcoming Programming:

  • The Mostly True Story of Tanner and Louise by Colleen Oakley will be discussed by the Book Club on April 11th.
  • On April 17th and May 1st, Low Impact Exercise class will be held.
  • Gem Yoga is planned for April 22nd.
  • On April 24th, Sit and Sew will meet.

Book Displays:

  • Current book displays are “Reading with my Peeps” and “It’s a Mystery.”

Summer Reading:

  • Memorial donations received for Ruth Gangluff will be used specifically for adult activities as requested by her son. The donations will be used for presenters in the summer. The Cutie Chick is scheduled to do a mini charcuteries board presentation. Perfection Landscape has also been contacted about a possible activity.

Board Old Business:

  • An additional application for board vacancies was received after the last board meeting. Director Featheringill will keep Deb Briggs' application on file.
  • A meeting will be set up with Sutton Bank regarding the letter received.

Board New Business:

  • A new board member is needed to fill the vacancy left by Kim Ohl’s term on December 31st, 2023. A motion to make a recommendation to the Seneca East Board of Education to appoint Michelle Willman to the Seneca East Public Library Board commencing at approval through December 31st, 2030 was made by Michelle Zeiter, a 2nd by Jeff Beaston and all remaining members voting “aye”.
  • A new board member is needed to fill the vacancy left by Ruth Pifher’s term. A motion to make a recommendation to the Seneca East Board of Education to appoint Ellen Lynch to the Seneca East Public Library Board for a term commencing at approval through December 31st, 2026 was made by Michelle Zeiter, a 2nd by Jeff Beaston and all remaining members voting “aye”.

 

The next meeting of the Seneca East Library Board will be May 8th, 2024 at 7:30 PM.

There being no further business to conduct, Vicki Eckenrod made a motion to adjourn at 8:12 PM.
