Seneca East Public Library Board of Trustees

March 13th, 2024

The March 13th, 2024 meeting of the Seneca East Public Library Board of Trustees was called to order by President Janet Ruffing at 7:33 P.M. Trustees in attendance were: Janet Ruffing, Jeff Beaston, Tina Shook, and Michelle Zeiter. Library staff attending included Fiscal Officer Pamala Dunson and Library Director Shannon

Featheringill.

Approval of Minutes: The minutes of the February 2024 meeting were reviewed and approved with a motion by Michelle Zeiter, a 2nd by Jeff Beaston, and approval of all remaining board members by voting “aye”. Fiscal Officer’s Report: The board reviewed the February 2024 bills as well as reviewing and initialing the February 2024 Bank Reconciliation and Management Reports as presented by the Fiscal Officer.

Resolution #598 – To supplement appropriations according to the directions of Director Shannon Featheringill for the unencumbered donations received from the period of 2/3/2024-3/8/2024. The total amount of donations to be appropriated is $728.22.

A motion to approve Resolution #598 was made by Jeff Beaston with a 2nd by Michelle Zeiter, and the motion passed with approval by all remaining board members voting “aye”. Discussion was had regarding receipt of a letter from Sutton Bank. It concerned anti-money laundering controls relating to the bank’s prepaid card programs. Sutton Bank was required to notify the library because Ohio Revised Code Chapter 135 (R.C. 135.032) places restrictions on an Ohio bank’s ability to accept deposits from public entities if the institution is a part of a consent order concerning safety and soundness. Governing boards of public entity depositors have the discretionary ability to continue placing deposits with Sutton Bank. Director Featheringill, Fiscal Officer Dunson and Board President Ruffing will be in contact with Sutton Bank for further clarification.

Director’s Report:

Statistical Report:

  • Director Featheringill reported a total Patron Count for February of 3358 with 24 days open.
  • The statistical report was reviewed.
  • Fiscal Officer Dunson has completed her portion of the 2024 Public Library Survey. Director Featheringill will finish her portion next week.

Old Business:

  • Eclipse: Patrons have been happily collecting their free glasses. We are partnering with Attica Parks and Recreation for a viewing event at Myers Park. The library is dedicating glasses to the event. The library will be taking our large yard games. Nicole from the village has found a food truck to be there as well.

New Business:

  • Spring programming is complete (attachment was provided).
  • A request was received for a donation to the Attica Junior Fair for Photography Master and Modeling Intermediate Division for $40 total. The donation will be provided.
  • Sutton Bank VISA Scorecard balance is 35,092.
  • Amazon Business: OLC has partnered with Amazon to offer all Ohio Public Libraries a free business account with Prime shipping, exclusive discounts and a pay by invoice option. Eliminating the Prime bill will save the library $179.88 yearly.

Legislative:

  • March PLF distribution is $37,210,077 (1.97% above July 2023 and 2.06% above December 2023 estimates). The OBM reports state tax receipts for February were 1.8% above estimates and indicate this is in line with their expectations.

Building:

  • Roof: No quote has been received from Jason Branham.
  • Building Next Door: No updates.
  • Back Room Project: Jeff Beamer said he hoped to be finished with Phase Two by May. He and the cabinet maker were to the library on March 6th to collect laminate choices and measure die cases for drawers.
  • Landscaping: Perry’s Plantation came on March 7th to do our spring clean-up and trimmed the top of the tree that kept shredding our flags.

Staff:

  • Director Featheringill, Chris and Ariel will be attending PLA in Columbus April 3rd-5th.
  • Director Featheringill was invited to join the SEO Advisory Committee but declined due to a full slate with her NORWELD Board seat and position on the OLC Small Libraries DAC. She requested to be considered in the future.
  • Chris has vacation scheduled for June 3rd-7th.
  • Director Featheringill will attending several other workshops and meetings as follows:
    • April 24th: OLC Legislative Day at the State Capitol
    • April 25th and 26th: NORWELD Leadership Workshop
    • May 9th: OLC Small Libraries Division Action Committee Meeting in Columbus
    • May 23rd: SEO Directors Meeting at the State Library

Historical Society:

  • The Historical Society is moving towards regular meetings and rent is being paid.

Foundation News:

  • No Foundation news.
  • The next Foundation meeting is scheduled for Monday, April 15th.

Children’s Room Report:

Programming: 

  • Spring sessions of Storytime and Music and Movement will begin the week of March 18th and run through the week of May 13th.
  • We had 42 children complete February’s Bluey themed scavenger hunt and passed out 36 take and make kits. For March, we have set up a St. Patrick’s Day gold coin hunt and puzzle. 
  • We held an eclipse program for our monthly Mini Makers group on March 7th. Attendees were given eclipse glasses. We will also pass out glasses during our “sun” themed Storytimes the week of March 18th.

Events:

  • This year’s revamped Storybook Festival in Tiffin was held March 2nd at Sentinel. The event was Dr. Seuss themed and well attended. Joanne and Chris manned our booth and performed on the event’s storytimes.

School Outreach/Services:

  • We have scheduled one last collaboration with the school library for this school year. We’ve requested the Robots, Robots, Robots STEM kit from Norweld and will be sharing it with the 5th graders the week of April 29th.

Adult Services Report:

Past Programming:

  • The Book Club met on February 8th and discussed Someone Else’s Shoes by JoJo Moyes. Due to the increased attendance we will be moving our meeting to the community room going forward.
  • February programs included Adult Show and Tell and Puzzle Night.
  • March programs so far have included line dancing with Rockin Mommas and Low-Impact Exercise class.

Upcoming Programming:

  • March 14th Book Club will discuss The Book of Charlie by David VonDrehle
  • March 18th Trivia
  • March 20th Low-Impact Exercise class
  • April 1st DIY Suncatchers

Norweld:

  • All large prints have been received. The video games are slowly trickling in.

Books Displays:

  • Both front and back adult books displays include “Feeling Lucky?” and “Try Your Luck With One of Our Green Books”

Magazine Drive:

  • The magazine drive is in process and many donations have been coming in.

The next meeting of the Seneca East Library Board will be April 10th, 2024 at 7:30 PM.

There being no further business to conduct, Tina Shook made a motion to adjourn at 8:27 PM.
