Seneca East Public Library Board of Trustees

April 13th, 2022

The April 13th, 2022 meeting of the Seneca East Board of Trustees was called to order by President Janet Ruffing at 7:30 P.M. Trustees in attendance were: Janet Ruffing, Kim Ohl, Heather Stockmaster, Tina Shook, Ruth Pifher, Vicki Eckenrod, and Jeff Beaston. Library staff attending included Fiscal Officer Pamela Dunson and Library Director Shannon Featheringill.

Approval of Minutes: The minutes of the March 9th, 2022 meeting were reviewed and approved as amended with a motion by Jeff Beaston, a 2nd by Ruth Pfiher, and approval of all remaining board members by voting “aye”.

Fiscal Officer’s Report: The board reviewed the March 2022 bills as well as reviewing and initialing the March 2022 Bank Reconciliation and Management Reports as presented by the Fiscal Officer.

Resolution #570 – To supplement appropriations according to the directions of Director Shannon Featheringill, for the unencumbered donations received from the period of 3/5/2022-4/6/2022. The total amount of donations to be appropriated is $1,906.53. Itemization is as follows: Publicity $385.00, Adult Books $693.50, Children’s Books $547.38, Adult AV $120.00, and Supplies $160.65. Included in this resolution is an appropriation due to lost check #13947 from 2021. The Fund Balance had to be adjusted and then this

supplemental appropriation needed to be created ($1,111.98 to account #1000-100-411-4101 Children’s Books and $1,036.43 to account #1000-100-411-4100 Adult Books). A motion to approve Resolution #570 was made by Kim Ohl with a 2nd by Vicki Eckenrod, and the motion passed with approval by all remaining board members voting “aye”.

All requested documentation was given to the auditor from Charles Harris & Associates, an independent audit

firm for the State Audit for 2020 & 2021.

Director’s Report: Director Featheringill reported a total Patron Count for March of 3327 with 27 days open.

Old Business: There are no updates on the Seneca county PFL distribution formula. Courier service will change. STAT’s last day is Friday, April 15. Priority will begin service Monday, April 18.

New Business: Last week was National Library Week. There was a drawing held with four winners. The Easter Party was last Saturday and was the first held since 2019. It went well with 120+ attendees. Summer Reading plans are in progress with a few things to finalize. Craft and Programming Storage has been organized.

Legislative: ODT posted April PLF distribution of $32,738,130 which is 20.92% above July 2021 estimate. According to the OBM, overall state tax receipts for March were $324 million above estimates and are up over $1.4 billion above estimates for the year.

Policy: New policy books were presented for review. Disaster Plan has been completed. Emergency Procedures were discussed at the library staff meeting and kits were installed. A motion to approve the Disaster Plan was made by Vicki Eckenrod, a 2nd by Kim Ohl, and approval of all remaining board members by voting “aye”.

Building Update: Dave Stallings installed new gutters and downspouts on April 5. He will be back later to look at the seam where the two rooflines meet when he is able to use a lift. Bob Herbert will start the heat tape installation in June. Parking lot signs have been installed. Perry’s Plantation in Bellevue provided a proposal/quote for landscaping work and this was discussed. Pavement Maintenance Co. in Tiffin was called for a quote for parking lot sealing. At the March inspection from Davis & Newcomer, the technician noted that the electronic eye that senses if someone is in the doorway of the elevator is outdated and is going bad and sent a quote for a new infrared sensor. A motion to approve the repairs was made by Kim Ohl, a 2nd by Jeff Beaston, and approval of all remaining board members by voting “aye”.

Staff: The Adult Services Librarian position is still posted with the April 1st deadline removed. Director Featheringill will attend the OLC Library Management and Leadership Conference on May 20 in Mason, Ohio. It is a one-day conference and she will stay one night on-location at the Great Wolf Lodge. Karla Raymond’s last day will be April 29.

Children’s Room Report: Spring sessions of Storytime and Music and Movement started back in March and will continue until May 13. There were 20 in attendance for March’s Brick Builders Club. The Mini Makers program had 14 in attendance to create peep dioramas. May’s program will be the last session until fall. Art bots will be made at the May session. Teen Board met March 25 with 6 teens in attendance. They are helping make plans for the teen summer reading program. There was a teen game night held with 8 teens present. The first child has reached the halfway point in the 1000 Books to Kindergarten program. For the month of April, there was an “Easter Egg” hunt set up in the children’s room. One hundred and eleven Take and Make kits were passed out in March.

Foundation News: A book sale is scheduled for the week of August 22. Foundation is considering taking over the community garage sales. The next Foundation meeting will be held May 9th, 2022 at 7 P.M.

Board Old Business: There are no new board business items.

Board New Business: A discussion was had on use of the Hollinger funds. Representatives Susie Shade and Kelly Shock from the Attica Area Historical Society would like to speak at the May board meeting.

The next meeting of the Seneca East Library Board will be May 11th, 2022 at 7:30 PM.

There being no further business to conduct, Tina Shook made a motion to adjourn at 8:20 PM.
