Seneca East Public Library Board of Trustees

December 8th, 2021

The December 8th, 2021 meeting of the Seneca East Board of Trustees was called to order by President Janet Ruffing at 7:31 PM. Trustees in attendance were: Janet Ruffing, Kim Ohl, Tina Shook, Heather Stockmaster, Ruth Pfiher, Vicki Eckenrod, and Jeff Beaston. Library staff attending included Fiscal Officer Pamala Dunson and Children’s Librarian Christina Lambert.

Approval of Minutes: The minutes of the November 11th, 2021 meeting were reviewed and approved with a motion by Kim Ohl, a 2nd by Vicki Eckenrod, and the motion passed with approval of all remaining board members by voting “aye”.

Fiscal Officer’s Report: The board reviewed the November 2021 bills as well as reviewing and initialing the November 2021 Bank Reconciliation and Management Reports as presented by the Fiscal Officer.

Resolution #565- To appoint the Fiscal Officer to pay the library bills for 2022. A motion to approve Resolution #565 was made by Jeff Beaston with a 2nd by Ruth Pfiher, and the motion passed with approval by all remaining board members voting “aye”.

Resolution #566- To approve backing the 31st of December payroll date to the 30th so it posts on the 30th. Review and approve the 2022 Temporary Appropriation Budget. OPERS and taxes can then be paid on the 31st so there will be no encumbrances carried over into 2022. This resolution also includes a transfer of $2000.00 from Clerical Salaries #1000-100-110-1140 to OPERS #1000-100-211-0000. This would be a 13th payment to OPERS that was not originally budgeted. A motion to approve Resolution #566 was made by Heather Stockmaster, with a 2nd by Kim Ohl and the motion passed with all remaining board members voting “aye”.

Director’s Report: Director Featheringill provided a total Patron Count for November of 2752 with 24 days open.

Old Business: There are no updates on the Seneca County PFL Distribution at this time. Migration of the website is complete and overall went smoothly. Karla Raymond passed her notary exam and the required background check.

New Business: There are no new business items.

Legislative: There are no new legislative items.

Policy: Policy meeting has been rescheduled for January 5th, 2022 at 7pm. There are no updates to the disaster plan.

Building: Dave Stallings has not set up an appointment for further roofing issues. Parking lot signs are ready for installation. Patrick Pifher will be installing. There are no updates on landscaping.

Staff: Kelly Shock is officially retired. Her last day was November 18th. Pay scale adjustment documentation was provided to the board from similar or peer libraries from the State Statistical Report.

Children’s Room Report: Attendance from November’s Storytime averaged 11 per week. Music & Movement averaged 6 per week in November. There were four teens in attendance for the November teen board meeting. They finished planning their first event which is scheduled for Friday, January 14th. November’s Brick Builders had 23 in attendance. The Disguise-A-Turkey activity and display was a success. For December, a large cardboard train the kids can color and play in and trains for them to decorate and place on the tree are in the children’s room. There were 142 craft kits distributed, which is the highest number provided since it began in February. One child has surpassed 200 books for the 1000 Books Before Kindergarten program. The Gingerbread Workshop will be held Thursday, December 9th.

Foundation News: Savannah Chesterfield was drawn as the winner of the Quilt Raffle on November 27th via Facebook Live. The next foundation meeting will be held Monday, January 10th, 2022.

At 8:07 PM, a motion was made by Jeff Beaston to enter Executive Session in accordance with ORC 121.22 (G 1), to consider appointment, employment, dismissal, discipline, promotion, demotion or compensation of a public employee. A second was received from Tina Shook and the motion passed with all trustees voting “aye”. The Board thereupon entered Executive Session until 9:05 PM at which time regular session was resumed.

Board Old Business: There are no new business items.

Board New Business: A motion for pay rates for 2022 was made by Heather Stockmaster, with a 2nd from Vicki Eckenrod and the motion passed with all remaining trustees voting “aye”. This pay rate change will be effective for hourly employees for pay period December 25th, 2021.

The next meeting of the Seneca East Library Board will be January 12th, 2022 at 7:30 PM.

There being no further business to conduct, Tina Shook made a motion to adjourn at 9:11 PM.
