Seneca East Public Library Board of Trustees
August 18, 2021
The August 18th, 2021 meeting of the Seneca East Board of Trustees was called to order by President Janet Ruffing at 7:32 P.M. Trustees in attendance were: Janet Ruffing, Kim Ohl, Tina Shook, Ruth Pifher, Vicki Eckenrod, and Jeff Beaston. Library staff attending included Fiscal Officer Pamela Dunson and Library Director Shannon Featheringill.
Approval of Minutes: The minutes of the July14th, 2021 meeting were reviewed and approved as amended with a motion by Ruth Pfifher, a 2nd by Vicki Eckenrod, and approval of all remaining board members by voting “aye”.
Fiscal Officer’s Report: The board reviewed the July 2021 bills as well as reviewing and initialing the July 2021 Bank Reconciliation and Management Reports as presented by the Fiscal Officer.
Resolution #558 – To increase appropriations according to the directions of Director Shannon Featheringill, for the unencumbered donations received from the period of 7/13/2020 –8/16/2021. The total amount of donations to be appropriated is $885.95 This resolution also includes a transfer of $400.00 from Publicity to Adult Library of Things. Itemization is as follows: Publicity $500.00, Adult Books $102.95, Adult AV $15.00, Supplies $268.00 and Adult Library of Things (from Publicity) $400.00. A motion to approve Resolution #558 was made by Kim Ohl with a 2nd by Ruth Pifher, and the motion passed with approval by all remaining board members voting “aye”.
Director’s Report: Director Featheringill reported a total Patron Count for July of 3951 with 26 days open.
Old Business: There is no update on new signage. Another contact will be made with Choice Lawn Care and Gardens regarding landscaping work around the library. Summer Reading had nearly pre-pandemic numbers with great participation and feedback. There was no cell signal in the basement for the Habitec Fire Cell Line to be installed so new lines were installed August 4th. Installation should be completed on August 20th. Liability coverage for the Foundation to hold a reverse raffle will be the Foundation’s responsibility due to legal issues. Courier service is still not coming every day. The state has begun remediation efforts for dealing with the unsatisfactory contract performance including working with high levels of state government and Ohio Department of Administrative Services attorneys.
New Business: Director Featheringill will be attending the OLC Convention during our October meeting. October Board of Trustee meeting will be moved to October 20th, 2021 to accommodate. Fall programming is underway. The mask policy for the library will continue with current signage “encourages” masks “unless fully vaccinated.” COVID-19 at-home test kits have been in demand in the past few weeks. An additional 50 tests were ordered and arrived on Monday.
Legislative: PLF distribution for August 2021 was $34,261,820 which is $7.48 million above the July 2020 estimate and $3.86 million above December 2020 estimate. Updates to Sunshine Laws were briefly reviewed.
Policy: Juneteenth Federal Holiday will be discussed in a policy meeting. There are no updates on the Disaster Plan at this time.
Building Update: There are no updates on the roof at this time.
Staff: Interviews for open positions are to begin the first week of September.
Children’s Room Report: Summer Reading is all wrapped up and went well. Approximately 112 people were in attendance for Dinos at the Fair held during the Attica Fair. Fall programming includes Music & Movement, Brick Builders and Storytime. October 7th will kick off 1000 Books Before Kindergarten and a Teen Advisory Board is to start in September. School Outreach and Services are pending school policies on visitors. In His Care would like to start preschool visits back up in September.
Foundation News: The Foundation will take any help available for the food serving line during the Reverse Raffle. The Sewing group made and donated an Ohio State Quilt to be raffled. They will start selling tickets at the Reverse Raffle for $10 per ticket. Tickets will be pulled on November 27th before the Ohio State vs. Michigan game. The next Foundation meeting will be held Monday, September 20th at 7 P.M.
Board Old Business: The Board is pressing for an update on the roof. There are concerns of another ice jam in the winter months ahead and no updates have been provided since April.
Board New Business: No new business items.
The next meeting of the Seneca East Library Board will be September 8th, 2021 at 7:30 PM.
There being no further business to conduct, Tina Shook made a motion to adjourn at 8:32 PM.
