Seneca East Public Library Board of Trustees

The October 20, 2021 meeting of the Seneca East Board of Trustees was called to order by President Janet Ruffing at 7:30 P.M. Trustees in attendance were: Janet Ruffing, Kim Ohl, Heather Stockmaster, Tina Shook, Vicki Eckenrod, and Jeff Beaston. Library staff attending included Library Director Shannon Featheringill and

Adult Services Librarian Karla Raymond.

Approval of Minutes: The minutes of the September 8th, 2021 meeting were reviewed and approved with a motion by Vicki Eckenrod, a 2nd by Jeff Beaston, and approval of all remaining board members by voting “aye”.

Fiscal Officer’s Report: The board reviewed the September 2021 bills as well as reviewing and initialing the September 2021 Bank Reconciliation and Management Reports as presented by Director Shannon Featheringill, in the absence of Fiscal Officer Pamela Dunson.

Resolution #561-To supplement appropriations according to the directions of Director Shannon Featheringill, for the unencumbered donations received from the period of 9/7/2020 –10/6/2021. The total amount of donations to be appropriated is $1250.70. Itemization is as follows: Adult Books $950.00, Children’s Books $134.50 and Adult AV $166.20. A motion to approve Resolution #561 was made by Kim Ohl, a 2nd by Heather Stockmaster, and the motion passed with approval by all remaining board members voting “aye”.

Resolution #562-To transfer $6100.00 from Contingencies 1000-930-930-0000 to Professional Salaries 1000-100-110-1120. This is to supplement payroll in order to cover the new Adult Services Librarian position. A motion to approve Resolution #562 was made by Heather Stockmaster with a 2nd by Vicki Eckenrod, and the motion passed with approval by all remaining board members voting “aye”.

Director’s Report: Director Featheringill reported a total Patron Count for September of 2987, including 0 curbside pickups with 25 days open.

Old Business: The sheet metal has been ordered and is ready for pick up for the parking lot signs. There is no update on landscaping. Deliveries are becoming increasingly regular with new courier. COVID-19 at-home test kits continue to be in high demand. 379 tests were distributed as of Monday. New circulation and public catalog computers and ethernet switch have been installed. New staff refrigerator has been installed. Original board minutes from 1994 detailing the Everett Fund have been located.

New Business: Ohio minimum wage is set to increase from $8.80 to $9.30 in January 2022. COLA is 5.9%.

Policy: The policy committee will meet Tuesday, November 9th at 7pm. A review of the library’s observed Holidays is to be addressed. Another policy update is for the possible addition of a Substitute Circulation Clerk position. Progress is being made on the Disaster Plan.

Building: There are no roof updates at this time.

Staff: Director Shannon Featheringill discussed her attendance at the OLC Convention. Karla Raymond was hired as the new Adult Services Librarian. She is signed up for a notary workshop at NORWELD. Ariel Fry was hired as Circulation Clerk.

Children’s Room Report: The school still has a no visitor policy in place, but classroom collections have been dropped off. Preschool visits at IHC have started and are going well. The Teen Board is planning a “Teen Night” with a movie and games for a Friday evening in January. Brick Builders started back last month with 11 attendees. Storytime resumed on Tuesday mornings and Wednesday evenings this month. Music & Movement has begun on Friday mornings. Attendance has been good. For our passive program in September, we had a “Question of the Week” and had 30 participants. Another 93 craft kits were distributed as well. The 1000 Books Before Kindergarten launch party had 3 families participate. A total of 18 children are signed up for the program itself. The Halloween Party is coming up Saturday, October 23rd at noon.

Foundation News: Reverse Raffle made $6769.33 as of September meeting. The next Foundation meeting will be held Monday, November 8th, 2021 at 7 P.M.

Board Old Business: A letter will be drafted and sent to the Historical Society regarding the end of the rent abatement. Rent would resume in December 2021.

Board New Business: No new business items.

The next meeting of the Seneca East Library Board will be Wednesday, November 10th, 2021 at 7:30 PM.

There being no further business to conduct, Tina Shook made a motion to adjourn at 8:16 PM.
